A spree killer (regardless of the tool being used) is looking to rack up a body count. He is relying on the "stopwatch of death" ... meaning that spree killers typically take out 3 victims per minute and the "stopwatch" starts when HE starts, and the time it takes for the first 911 call to be made, processed, and law enforcement to arrive are all happening while that watch is ticking and people are dying. If you are waiting 3 minutes for Law Enforcement response, the body count is already typically at about 10 ... so just from the data of previous events, waiting is almost assuredly costing double-digit victims.

If you don't have a security force that can STOP the attacker when he takes his first victim, then you have to expect you will lose at least 3 of your flock every minute ... and the typical 911 response is SEVERAL minutes.
